Mission Statement The Mission of the Office of Emergency Management (OEM) is to provide an effective community-wide emergency management program that includes mitigation, preparedness, response and recovery capabilities for major emergencies/disasters to minimize the loss of life and property. Developing, maintaining and using this plan constitute a major component of the emergency management program. General Information about Sherman’s Emergency Management Program Emergency Management is responsible for coordinating the City of Sherman's preparation for and response to emergency situations. Sherman is exposed to many hazards, which have the potential for disrupting the community, causing damage and creating casualties. Natural hazards include severe storms, floods, and tornadoes. As a major transportation thoroughfare, Sherman also faces the threat of hazardous material accidents involving the transportation of chemicals on the highways and railroads of our community. To address these potential threats, the OEM publishes the city's emergency management plan. This plan provides the framework upon which the City of Sherman prepares for, responds to and performs its emergency response functions during times of natural or man-made disasters or national emergencies. The plan is based on the four phases of Emergency Management which are: Mitigation
- Those activities which eliminate or reduce the probability of disaster.
